Mate 10 black fastboot

When flashing my huawei mate 10 say hello to the "black" fastboot:
1. display - not working
2. Device on windows: Android Sooner Single ADB interface
3. DC phoenix says:
Writing XLOADER partition
XLOADER partition UPDATE :FAIL Command not allowed

What doing?! Please help!
Model ALP-L29 C636 (rebranded ALP-AL00) my last firmware 8.0.0.143. I tried install 9.

Phone lock
FRP lock
In developer menu android OEM unlock - is absent
What doing? How unlock my devices?

I do this.
But after this my imai and serial number has changed and bootloader locked. And ncu in read bootloader write me: not supported/unknown chipset !

I with confront problem with my mate 10 alp-al00 rebranded alp-l29 with flashing from 8.0.0.143 to 9.0.0.226 (emui flasher) and huawei say me "hello, this is black fastboot!".
I decided this problem with help phoenix and hcu and idt. Our russian friend create a instruction what i and you not buy a new phone (and it would be no huawei)
