Hisilicon flasher problem

Do i need cedits to flash a new firmware too? i just paid two time for a unlock code and a firmware code and it does nothing after getting the code, i don't have the unlock enable. so i tried to write a new FW but what do i need to write firmware with Huawei silicon firmware writer?

O.K, i won't buy a dongle and a already spent 15$ for codes that i can have online with free software . Not worth it for a 20$ modem. I want a refund.
