Bootloader code not working?

Hi guys, I used the HCU software to get the bootloader unlock code for my Huawei P9, it gave me a code, but then when i tried to use it in fasboot oem unlock, it returned with FAILED (remote: 'Command not allowed'). Any ides of what i could be doing wrong? Its returning as if the code is incorrect.

Edit: Found the fix, FRP was still locked which was unlocked through developer options.
