Could you try to detect modem and eneble voice using 460 dc-unlocker version? It will be fixed in next version. Now try to use 460 version.

Your modem SIM Lock status : Locked (Card Lock).
First you need to unlock it, only the will be able to activate voice. If you have already bought 4 credits, then for these 4 credits you can unlock modem, activate voice and generate firmware code.
