Is this already unlocked boot loader ?

I succeeded to unlock boot loader my Mediapad m2 with DC Unlocker.
However, I cannot flash image to the recovery area in FAST mode. The ADB says "command not allowed".
The mobile device is in FAST mode, but it shows PHONE Locked, FRP Unlock.
What is the problem?

We do not have bootloader unlock service, we can only read bootloader code from phone. Costs 4 credits / 4 euros
