HONOR 8, Android 8, FRP Locked ?

Hi everybody, i have honor 8 FRD-L19 8.0.0.562(C432), Fastboot says Phone Locked and FRP Locked.
Phone not blocked but Google services not visible and it does not go in “manufacture mode”
what is the right procedure to unlock FRP?

Unfortunately it doesn't help, because "Enable OEM unlock" it is gray not accessible.
It requires a special procedure. Can anyone explain the procedure and the cost?

There is no other procedure to disable frp/change frp lock status on fastboot.

In this Honor 8, Google account was not closed correctly, so FRP was blocked, now is it clearer?

I was thinking about fixing FRP with DC-unlocker client, but it has Andorid 8, so I'm asking the forum for advice.
Can anyone tell me the procedure?
