Same problem

I am also getting the error code 38 when I try to unlock the dongle without a SIM. If I put a 3 SIM it unlocks. However if I try another SIM it fails to work. I have used 12 credits on 3 dongles and all have the same failure.

Your modem has blocked unlock retry counter. Wrong codes entered : 10 (unlock attempts left : 0)
Dc-unlocker can not unblock counter for this modem. Thats why you receive this error. If you bought credits,we can do refund or you can spend credits for unlocking other modem. If you choose refund, write me your username.

Is there sim with no pin number inserted? Pin number must be dissabled for sim that you insert for unlock.

I have taken the SIM out. Normally when unlocking the dongle I take the SIM out unlock it and test it with some data SIMS I have

For this modem unlock sim needs to be inserted. And sim must have no pin number. Try unlocking with sim inserted. Also sim must be not original.

It is not necessary to be a data sim. It may be any other sim card, but not same provider as modem.
