In the end, after having uninstalled my wifi dongle, making me a network cable patch cord type and disabled my antivirus (KAV) my dongle is locked again or at least is what I think .... I showed this [1]

Uninstall network scanner software and it drivers (winpcap driver) or will be blocked again. Now have unblocked and you should be able to connect to server. Npf.sys driver.
Nex time may not be able to unblock you. Check and uninstall it.
