Sure all drivers are installed?
Check, if phone software is closed.
Disconnect all other phones or modems if are conencted.

If this does not help, after error open device manager and check for unknown devices there. If there are amy, then unpdate its drivers with drivers from phone. Then restar tand try to do unlock again.
