Error Code 21?

Recieved this after attempting to unlock. i was connected through my data card at the time, as this is my only internet connection. Would that make a difference? The card will not detect when it is connected, but is fine when i disconnect it

Detect modem by autodetect and should be ok.

Need to detect by autodetect.
Also try to check in device manager if correct ports are selected when you detect manaully. Check, if no other software or modem is taking the port. Check, if you have closed connection software for modem before detect and unlock.
