You can unlock it everywhere you want. All you need is:
Internet connection.
DC-Unlocker client software.
An account with 15 credits.
Your router with other operators SIM card inserted.

Yes, we mean any sim card from other provider. It can be not data sim (phone sim would work also). But it should be working.

Hey guys i got it unlocked here in canada. whenever i put a card in i can only load the vodafone website....i cant browse the internet...

Is there any steps i need to take maybe configure something in the vodafone control panel?

Yes, you need to set correct providers connection settings (APN, login, password, etc.).

In the field where is written connection settings try to change value from automatic to other. Then enter settings from link.
