unable to unlock E583C

I bought a Unlock Huawei E583C Mobile WiFi to unlock my modem.
I followed the instruct that you sent me,but the unlock button was grey,I could’t chose it.So I still can’t unlock.
Is the E583C supported or not ?How come this happened??
I read the status of E583C before unlock, it shows that

What sim card is there inserted at detect time? Original or other provider?

other provider,the device is bought in Taiwan.But the SIM card is AT&T'S.

Then this modem is already unlocked or was not locked at all.
