Check this:
Make sure battery is charged.
Connect USB cable to USB port which is directly to motherboard.
Try other USB cable.
Drivers may not be fully installed.
Drivers may not be fully loaded.
Other computer might solve this problem.
Other OS may solve this problem.

Even other computer with other windows version does not solve it?
Also, can try to use other drivers. Try to let windows search for drivers or use drivers from this instruction: http://www.dc-unlocker.com/huawei_u8...lock_procedure

my problem was pc, i'm trying again on the laptop and everything was ok.
2 pcs u8160 unlocked...

During the unlock I killed two devices U8230 and U8160. With Gintas was all quickly and accurately restored. Thank you for the prompt and professional assistance.
