Huawei E173 not unlocking

I have been trying to unlock my Reliance Huawei E173 usb modem which i bought in October, 2011. I have generated Flash code and unlock code but when i run the firmware update program It says "The data card can not be found Error code:2
One of the following reasons may cause the errors:
a. The data card in not connected to PC.
b. Other program is using the data card.
c. You don not have the authority of the administrator."
I have also tried by changing the sim but result is the same. Please help me to get it unlocked as I want to use it with MTNL Delhi.

Maybe you can detect your modem with DC-Unlocker and copy here what is detected?
Then I will check if it can be unlocked with DC-Unlocker.
