Note that you need for password flasher...

After you can flash the dashboard of your E398 with the latest MP.V23

Can try to generate it by DC-unlocker by selecting any other Huawei modem model that allow to generate firmware update code. If you mean update code password flasher.

What's your hardware version? (see it with dc-unlocker)....

But no need to have the latest V.23 MP to work with 4G LTE stick (v.23 full of ads...etc)
