Hi!
When I run the latest version of DC-Unlocker 1.00.0828 which supports Sri Lanka Dialog I can see that SIM Lock Status as Unlocked. Does it mean that this modem is not locked and I shouldn't unlock or upgrade it? Will it work in any network?

Is there other providers SIM card inserted in the modem at the detection time?
If yes: Modem is unlocked already or was not locked at all. Then try to use unbranded connection software to connect, like this one: http://www.dc-unlocker.com/downloads/get/LihV26NW

If no: Insert other providers SIM card and detect again. Then you will see real SIM lock status.

Yes, I got this when I inserted another SIM card (Velcom Belarus) and it's written Unlocked. I will install Mobile Partner software now.
So do I need to install any firmware upgrades?

No, I do not recommend you to play with other firmware.

Okay, I installed Mobile Partner 11.302.09.01.539 and tried to connect my local 3g network. Everything is working fine. I'm wondering, why they did not lock my E173?? It looks like Sri Lanka Dialog E173 dongles are not locked and free to use within any network! (Before they told me that they all are locked)
