Change frimware a last resort, I do not see this modem version E3372h_150-2 ?. From another modem, there is nothing to upload because for sure the modem falls.

Why can not I turn on DTHuaweiDashboardWriter_v10 - but error, cannot connect to server

Most likley because there is modem connected to pc that tried to overtake your current internet source, therefore you should disconnect it from computer then try to launch program.

Dashboard writer won't work on this HiSilicon based modem. If you want to change firmware then use software from here https://www.dc-unlocker.com/forum/sh...ad.php?t=24196 NOTE: flashing is risky and you may damage your device - credits lost in flashing won't be added back or refunded regardless of end result, so please consider this before using.

You can try to, but it was made only for standard Huawei usb modems, not mobile hotspots, therefore chances for it to work on your device are very small.
