Both these modems are unlocked with VOICE firmware but how do I enable the VOICE feature ?

Can you detect your modem with DC-Unlocker and copy here what is detected?
If you see "Voice feature: disabled" you should be able to activate voice with DC-Unlocker: after detection go to Unlock tab, click "Enable voice" button.
