Check, maybe modem software is running or any other software is using same port number.
Try restarting and unlocking again.
Also, this error may be because your unlock code counter is blocked.

I updated firmware to 31.116.27.07.11
but still lock counter is 10 and modem is locked.

Problem may be that counter is blocked. Sorry, dc-unlocker can not reset counter for these modems.
