You can generate Firmware code by IMEI using DC-Unlocker.
Launch DC-unlocker, select manufacturer: Huawei modems, model: E303 HiLink, go to Unlock tab, select "Generate Firmware code by IMEI", enter IMEI number, click "Do job".
