Huawei E1750 USB modem not found & no IMEI

I just bought a HSDPA USB GSM modem of of ebay. It Just doesn't work. Here are the Details, what is wrong with it(me)? I am using a 5GB perpaid T-mobile USA SIM.
1. In device manager(windows XP)/USB Modem Properties a query I dentified this device as a E1750. BUT THE IMEI IS ALL BLANK.
2. DC-Unlocker reports "modem not found !"(auto or device=e1750).
3. light is green for one second when plugged in then is red all the time.
Is is just a bad stick?

Maybe modem is damaged in some way so that it does not have IMEI number?
If something is wrong with IMEI, DC-Unlocker will not be able to detect modem.
