Save my Huawei E303

I just bought a huawei e303 modem and i'm stuck with a bad network signal. Pls i really need to use the modem with a different ISP. I tried generating an unlock code but it doesnt unlock it.

Hardware version: CH2E303SM
Firmware version: 21.157.22.00.251
