Mobilink on Mc950D can not install on window 7 ???

I find the Novatel 3.18.2 with Mobilink lite 2.08.32

and i update it .
Now it use ok in window XP , and can't work in Window 7 .
In window 7 , it' install until complete 99% , and they roll back , delete all of files copied . ( I try to other computer )
So Mobilink lite can't Install on window 7 .

What problem with firmware ?
