Can't unlock booklet 3G! (erro code 31)

Hi, i have a problem, I tried to unlock one modem but generate error:
Unlocking, please wait ...

Preparing Boot Download mode ... OK
Sending loader ... OK
Waiting modem/phone to be ready ... OK
Restarting modem ... OK

unlock failed !

(error code 31)

my modem is: GTM382
there is some form of release? I bought in the U.S. and brought to Brazil. But I can not unlock!
someone help me?

If this error received on this model modem, then we can not unlock it. We can only offer you a refund (if bought credits from us) or you can spend credits unlocking other modem.

Its necessary buy more credits for unlock? Because my firts time i try to unlock and have this error (code 31) and i see in another post that reboot and shutdonw several times and work. But my question its necessary have 15 credits? because i dont have credits i lost first time.
