Nokia Booklet 3G - Unlocked permanently or not!

I want to buy 15 Credits to unlock my Nokia Booklet 3G Netbook,

but I want know if i unlock my Booklet with DC-Unlocker if my windows is deleted or I've changed my windows OS, is my booklet still unlocked or I need to buy another new 15 credits for each time I've change my windows OS.

Every device unlock cost 15 euros.
You can buy dc-unlocker dongle, then unlock would need 4 credits for a device.
