Voice enabling needs 1 credit. 1 credit cost 1 euro. To enable voice your modem must be unlocked. Can not enable voice on locked modem.

but my modem already unlock, i get message acount block after push voice enable button

To unblock your account you need to open e-mail that you use for paypal and used for payment. There check for e-mail form dc-unlocker. There will be instructions how to unblock your account.
If can not find, check in the spam folder, maybe it went there.
