Windows 10 PC not seeing network adaptor

I removed the sim from the netgear nighthawk mr1100. I plugged in the power via the usb c connector and connected the mr1100 to the PC via the usb 3 cable. The PC does not see the mr1100. When I try to detect using DCUNLOCKER I get the following response.

How do I get the PC to see the mr1100? Thank you

We solve problems only related to our software, not device cant be recognized on pc sadly so do not know solution. It may be cable, it may be device, settings, may be pc itself.
