Hello. Could you provide us more information about "showing unlocked but not unlocked"? You mean that you still cannot use it with other providers SIM cards?
Did you try to use unbranded modem software and set the correct providers settings (APN, login, username, etc.)?

after it shows card unlocked when i check it again it shows this information

Does your modem work with other providers SIM card now? If it works, then it means it is unlocked correctly.
