Also, are you sure phone is locked?

Maybe something is wrong with phone? Maybe it is damaged? Did you try to unlock it with other tools before using DC-Unlocker?

Are you sure that your modem is locked?
Do you have dc-unlocker dongle or vygis dongle?

Yes, I am sure, I insert usim a card of the region, on phone there is "Telefono bloccato. Inserire USIM valida" text.
Full activation with 50 credits of dc-unlocker was made on Infinity dongle/box.
