Might be that the dashboard that you use is not compatible with windows 7. Have you changed Connection settings on the dashboard itself to connect with it? Create new profile and add apn settings along with it? Maybe your branded dashboard does not work with other carrier cards, therefore you should try to use unbranded one like Join Air.
