You can't buy only 1 credit for dongle, minimum amount is 20.
You can transfer credits from one dongle to another, minimum transfer amount is 20 credits.
No you can't unlock MF190U onyl with user account as then you won't be able to access ZTE Qualcomm Writer software.

You can generate unlock code by imei, and then use that imei number as your last IMEI number of unlocked device for activation.

You need to click on the screen with your mouse that cursor won't blink on the IMEI field to get approval that it fits.

Drivers installs from device's virtual cdrom along with its software. Uninstall device from pc first then reinstall. If installation of software does not start automatically there should appear virtual cdrom of your device in My Computer/Computer area.
