Please mention the path/directory of where software is placed, or better make a screenshot of it. This error usually appears if there are non-latin symbols in the directory path name of where software is placed.

Try to right-click on it and select "Run as administrator". See if it makes any difference.
If this does not work, right-click on the software exe file and select properties, in the digital signature tab check the date or make a screenshot of its details.

Do you get this error right after launch or after entering username/password?
What Windows version do you use?
Try to disable default antivirus and firewall then re-download the software, place it in another directory from this one and then try to launch.

In such a case try to change compatibility mode from the properties of the software .exe. Also attempt to place software elsewhere in computer, change it's directory.
