You had all these problems after unlocking?
Test the key on another pc.
Green led flashing only and nothing happens?
It's not uncommon that ZTE are defective

Try to detect modem and under detected modem copy AT+ZCDRUN=F and press enter. After this reconnect modem and check, if dashboard starts.
