Are you sure the phone is not unlocked? Did you restart it and removed battery after unlock?
Did you try to check in phones settings if there are not one Telstra network selected?

For correct ZTE Racer or ZTE Blade phone detection, turn on phone in FTM mode (press at same time buttons "Vol. -", "End call" and "Power" for at least 5 seconds). Then connect USB cable, wait till windows install drivers and after can detect phone.
