zte ac30 modem unlock error

I am trying to unlock zte ac30 modem which comes with wifi hib router.

I selected the manufacturer as zte modem
select model: zte ac30

manually selected the com ports, matching with the device manager.

Enabled the diagnostic port.
Clicked on the search button which changed the modem status to unknown. Then when I click on the unlock I get the error code 19.

Can someone please help me.

Also should I have a sim inside the wifi hub when unlocking or no sim is required. Right now I have the sim inside which I am trying to unlock it for.
