its not problem with device base.
currrent unlocking tried device is Zte z222.But same problem occures also for huawei modems,routers,phones.

I bet you select com ports manually while trying to unlock it, which is totally incorrect for this type of devices that's why you get not responding.

zte z222 did not detects automatically.
needs to select comport manually from list.

If it doesn't detect autmatically means either application port is busy which appears under modems section in device manager. No other tool or service can be using it. Can only suggest to check from different pc in your case.
