Uninstall network scanner software and its drivers (WinPcap driver npf.sys) and try again. Now you are unblocked, but if you will not uninstall you will be blocked again.

If you keep using it, you can be permanently blocked.

There is other software which can cause this, like these:

tcpdump, ngrep, wireshark, snort, daemonlogger, nmap, bro, url snooper, kismet, l0phtcrack, iftop, etherape, bit-twist, pirni, mcafee, xlink kai, firesheep, cookie, xplico.

Check for them and uninstall.
