There was WinPcap drivers running on your system while you attempted to use dc-unlocker services. You are unblocked now, please remove those drivers before you use dc-unlocker again. How to do that refer to this link http://www.file.net/process/npf.sys.html

Wrong username and password was entered too many times and server blocked you. Now have unblocked and you should be able to connect.

There was JTAG running on your pc while you've used dc-unlocker services. Now unblocked you, please turn it off next time before you use dc-unlocker or you'll get blocked again.

Do not use jtag at same time when use dc-unlocker or will be blocked again. Now have unblocked and you should be able to connect.
