You should contact your reseller to know the reason why you are blocked.

Paypay verified does not mean anything.

Your payment is refunded because you used unverified paypal account. Our system accept only payments from verified accounts. Verify the account at paypal and then there will be no refund.

The only thing verified does is allow PayPal to take the money directly from a bank account. My bank account has little protection for unlawful withdrawals should PayPal get hacked. My credit card has good protection.

Sorry, if you do not accept our policy, you can not use our service.
It is for you to choose what to do with your account. It is for us too choose to accept unverified paypal accounts or not. We choose not to accept.
