Could you check in device manager, what com port number is used? In modem and in ports sections in device manager.

I tried XP SP2 compatibility mode and SP3 mode, neither worked.

In modems, "Sierra Wireless WWAN Modem" is using COM4.

In Ports, "Sierra Wireless DM Port (COM3)"

Try to select any sierra wireless modem and enter port numbers manually. Com port number that you found in modems section enter as application port and port number that you found in ports section enter as diagnostic. Then try to detect. If still can not detect, try to change ports places

Nope, tried Sierra WIreless 760S, withe COM3 and COM4 (and then swapped them), with the program running as admin. Couldn't find the modem. Double checked that it still shows up in the Device manager and it was there.

Hello everyone.
Recently acquired Sierra Wireless 770S (AT & T Unite), SIM Lock status: Locked (PH-NET PIN).
Tried to unlock with help dc-unlocker client-1.00.1076, unsuccessfully.
Contact support, jointly two weeks later we were able to unlock Sierra Wireless 770S.
Joy was not long, the modem is not network, in connection with the Technical Specifications:

Bands

* LTE 700MHz (Band 17) / AWS (Band 4)
* HSPA / HSPA + 850/1900 MHz
* GPRS EDGE 850/1900

It turned out that Russia does not support these standards, except
HSPA / HSPA + / DCHSPA + 2100 MHz
GPRS EDGE 850/1900 MHz.

But I am glad to inform you that the program dc-unlocker client-1.00.1074 can unlock Sierra Wireless 770S.

Do9 you see phone in device manager under modems and ports section? Is modem disconnected from internet at detect time?

Yes i have it without simcard, i have made all king of suggestions i have read in this post. The modem ports are detected correctly but when reading data procces it says modem not found.

Try to connect device to another usb port and attempt to detect it then, see if anything changes, launch dc-unlocker as administrator. Let us know results.
