As you can see from the link that you've quoted, activation itself is not free, but after activating your dongle for free unlimited qualcomm writer, you'll use it without anymore charges.

cheek properly when u connect modem with dc sw it show all details :-

flash capacity 65275904 = 128k

if read flash possible then we know the actual size of flash but now read is not supported by dc
